Yellow Ribbon Agreement
The Yellow Ribbon Program (Yellow Ribbon GI Education Enhancement
Program) is a part of the Post 9/11 GI Bill which allows degree
granting institutions to voluntarily enter into an agreement with
the VA to fund tuition expenses that exceed the highest public
in-state undergraduate tuition rate.
Whatever expenses the school opts to contribute, the VA will match.
Under the Yellow Ribbon Program, the Institute of Higher Learning
must agree to:
- Provide contributions to eligible individuals who apply for the
Yellow Ribbon Program on a first-come first-serve basis, regardless
of the rate at which the individual is pursuing training in any
given academic year (meaning the school will elect to grant a
specific number of yellow ribbon slots, and award those slots
first-come, first-serve)
- Provide contributions toward the program on behalf of the
individual in the form of a grant or scholarship
- State the dollar amount that will be contributed for each
participant during the academic year
- State the maximum number of individuals for whom contributions wil
be made in any given academic year

Yellow Ribbon Benefits
Veterans enrolled at a Yellow Ribbon participating institution
where the tuition and fees for the school exceed the highest public
in-state undergraduate tuition or fees may receive additional funds
from both that school and the VA.
Institutions that voluntarily enter into a Yellow Ribbon Agreement
with the VA choose the amount of tuition and fees that will be
contributed, and the VA will match that amount and issue payment
directly to the institution.
YELLOW RIBBON ELIGIBILITY
Only individuals entitled to 100% benefits (>36 months of
accumulated post 9/11 service, not including obligated service
academy or ROTC time) are eligible to receive yellow ribbon funding.
APPLICATION PROCESS
Each Yellow Ribbon institution establishes their own application
procedures for eligible students, the maximum number of students
that may participate in the program, and the percent of tuition that
will be covered.
