TEMPORARY LODGING ALLOWANCE (TLA)
TLA partially reimburses service members
for occupying temporary lodgings (transient accommodations on- or
off-post, cost of meals and transportation to meals while seeking
permanent quarters on arrival).� In order to draw TLA, you must
apply for government quarters within two working days of arriving in
Stuttgart.� TLA can be claimed in 10 day increments and is
generally limited to 60 days for arriving service members.� TLA
repayments will be credited into your direct deposit paycheck account
within one month of filing the paperwork with housing.� A
briefing on TLA entitlements and how to file for TLA will be given
during inprocessing.
Temporary lodging on post is accessible on a space available basis.�
When there are no rooms available, referrals are made to German hotels
off-post, however a Statement of Non-Availability (SNA) must be
obtained (see below).� It is expected that your sponsor will
coordinate with you regarding your temporary housing needs well in
advance of your arrival.
Reservations for TDY/TAD and PCS personnel are taken 60 days in
advance of arrival.� Those on leave status may stay on a space
available basis.�
TIP: Pets are generally NOT
permitted in any on-post temporary lodging facility.� If arriving
with a pet, please ask to see a list of off-post hotels.� You may
also board your pet in a local facility or kennel.� Your local
Community Processing Facility should have a list of these
establishments.
HOTELS OFF-POST
If on-post accommodations are full, you may be authorized to stay in
an off-post hotel.� Make sure that you acquire a Statement of
Non-Availability (SNA) control number from your on-post lodging
facility.� When you stay in off-post lodging with a SNA control
number, you are entitled to TLA.� Without this SNA number, TLA
reimbursement will NOT be authorized.� It is important when
choosing off post accomodations that the room rates do not exceed your
daily TLA, which is bases on grade and number of family members.�

If the hotel rate exceeds your TLA, you are responsible for paying the
difference.�
VALUE ADDED TAX (vat)
In Germany a 16% value added tax is added to all room rates.�
Most German hotels, however, accept the Value Added Tax (VAT) form,
which exempts US Military members and Americans working for the
Department of Defense from paying this tax.� The forms can be
purches for $4 each at your local community VAT office after arriving
in Germany.
TEMPORARY QUARTERS
Officially, your local military community will not have specific units
designated as "temporary housing."� However, more times than not,
there is an excess of vacant two-bedroom units in the permanent
on-post housing areas.� IF this is the case at the time of your
arrival, one of these units may be assigned to you to live in until
permanent quarters become available.� The units are relatively
small, approximately 900 square feet, but at least you will have your
own living space and be out of a hotel.� You are not authorized
to accept household goods other than hold baggage while residing in
these "temporary quarters."� Also, this temporary housing unit
might not be located in the same area where ultimately your permanent
quarters are assigned.� This could mean that your children might
have to change schools once permanent housing becomes available.�
It is also important to stress again that temporary quarters consists
of excess 2 bedroom units only.� There are no 3, 4 or 5 bedroom
temporary quarters.
