CLAIMS

Claims for Loss/Damage to Household Goods/Hold Baggage

If you discover loss or damage, upon delivery, you are required to list the loss or damage on the "Joint Statement of Loss or Damage at Delivery" - DD Form 1840/1840R. The carrier, or their representative, will provide you with five copies of this two-sided "pink form" at the time of delivery. This form will be completed by you and the carrier at the time of delivery. DD Form 1840 serves as both a notice to the carrier of loss or damage, and as a receipt of delivery.

On the front of the DD Form 1840, you must list all damage/loss you notice at the time your shipment is delivered. You must write the inventory number, the name of the item (brand name, model number, size, serial number) and the type of damage or loss (i.e. chipped on left side, broken leg, torn rear bottom corner, etc). Both you and the carrier must sign DD Form 1840 before the carrier leaves. The carrier will leave you three of the five copies of the completed form. If you do not receive a DD Form 1840 from the carrier at the time your shipment is delivered, you should record loss and damage noted during delivery on your inventory list. Immediately after delivery, notify your local Claims Office that you did not receive the pink form.

As soon as possible, but NO LATER THAN 70 DAYS AFTER DELIVERY (TEN CALENDAR DAYS FOR MOVES FROM ONE LOCATION IN GERMANY TO ANOTHER), you must examine every item in your shipment for damage or loss. If you do not have any damages to your goods, you do not need to submit DD Form 1840/1840R. If you do find damage that you did not notice at the time of delivery, record it on the reverse side of the pink form. To start your claims process, you must then deliver all three copies of the completed Pink Form to the Claims Office (Legal Assistance Center) within the 70 day period. If you miss the deadline for filing, a sizeable reduction in the amount payable on your claim may result. If you submit a claim for damage/loss of your household goods or unaccompanied baggage during shipment, and you include items in the claim which you did not previously identify on the DD Form 1840/1840R, you will not get compensated for those items.

After initially submitting DD Form 1840 to the claims office, you will have up to two years to file the actual claim against the government. After you file the claim you must allow both the government and the carrier to inspect the damage if they request to do so. Do not dispose of any damaged goods until such and inspection has occurred. In the case of mildew or smoke damage, you may be required to keep the article until the claim has been settled.
